QUIC: transport redesigned for the modern web

TCP was designed in the 1970s for wired networks. QUIC (RFC 9000) is Google's answer to TCP's limitations: it runs over UDP, builds TLS 1.3 crypto into the protocol, and uses Connection IDs instead of IP:port tuples to identify connections.

HTTP/3 is simply HTTP/2 semantics running over QUIC instead of TCP.
