Why TCP needs congestion control

Without limits, a sender could flood the network with data faster than routers and receivers can handle. Congestion control lets each TCP connection probe for available bandwidth and back off when congestion is detected — keeping the internet stable for everyone.

Key variable: cwnd (congestion window) — how many segments can be in-flight simultaneously.
